Aaron Grass

Mr. Grass is a Detective Sergeant at the Ventura County Sheriff’s Office. Prior to his career in law enforcement, he worked in the financial services industry, managing investment portfolios for businesses and individuals. Mr. Grass joined the Board on January 1, 2021, and was elected Board Chair in January 2024.

Jordan P. Roberts

Trustee Roberts has worked for the Ventura County Fire Department since 2004 and currently serves as Assistant Fire Communications Manager at the Fire Communications Center. Mr. Roberts graduated with distinction with a Master of Public Administration in Public Sector Management and Leadership from Cal State Northridge, earned a Bachelor’s of Arts degree in Integrative Biology from UC Berkeley, and is currently attending the Ventura County Leadership Academy. In addition to serving as a Trustee on the VCERA Board, he serves as a Director on the Pleasant Valley Recreation and Park District Board.

Trustee Roberts lives in Camarillo with his wife and two young daughters and spends much of his free time supporting them as they pursue their passions for dance and soccer.

Mr. Roberts joined the Board on October 21, 2019.

Sue Horgan

County Treasurer, Ex-Officio Trustee

Ventura County Treasurer-Tax Collector, Ex-officio Member

Ms. Horgan was elected Ventura County Treasurer-Tax Collector in June 2022. She began her term as Ex-Officio Trustee on the VCERA Board in January, 2023. Prior to her election, Sue served for 6 years as the Assistant Treasurer-Tax Collector.

Ms. Horgan has a combined 40 years of experience in banking, finance, investments and government. Prior to joining the Treasurer-Tax Collector’s office, she enjoyed a distinguished 21 year career in banking, specializing in management, lending and wealth management. She retired from Union Bank in 2017. In addition, she served 13 years on the Ojai City Council, including two terms as Mayor.

Ms. Horgan earned a Bachelor of Science degree in Business Administration – Finance, from the University of Colorado, Boulder. She is also a graduate of the CFA Institute Investment Foundations and the Fixed Income Academy Bond School. She has earned many investment certifications including: Certified Public Funds Investment Manager, California Treasury Certificate, Certified California Municipal Treasurer, Certified Fixed Income Practitioner, Advanced Certified Public Funds Investment Manager, Certified Public Finance Administrator and Certified Government Investment Professional.

Sue has been very involved in her local community and has served on various boards and commissions throughout the county. She is honored to bring her finance and public service experience to the VCERA board.

Ms. Horgan joined the Board on January 2, 2023.

Kelly Long

County Supervisor, Appointed Trustee

Ms. Long was elected Ventura County Supervisor District 3 in 2016 and re-elected in 2020.

Ms. Long has over 25 years of combined experience as an entrepreneur, business executive, and school board trustee. She held the office of the Pleasant Valley School Board of Trustees from 2012 to 2016. She has a degree in Mechanical Engineering from California State University, Long Beach and holds six patents. She come from a family of small business owners, educators, and community volunteers.

She brings a skill set that includes management and leadership, budgeting and fiscal accountability, collective bargaining and negotiation, policy development and process improvement.

Ms. Long has two children and has built a strong community around them. Her family enjoys volunteering within the community and enjoy living in the district taking full advantage of the weather and outdoors spaces.

Ms. Long joined the Board on December 8, 2020.

Greg Bergman

General Member Trustee

Mr. Bergman has served as the Administrative Services Director for the General Services Agency, Administrative Division since December 2009. He acquired general business management experience with several companies prior to joining the County of Ventura, and he has extensive accounting knowledge that includes Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) compliance and cost plan procedures in municipal government.

He earned a Bachelor of Science in Business Administration from California State University, Fresno, and became a licensed Certified Public Accountant in 1999.

Mr. Bergman joined the Board on January 1, 2024.

Taylor Dacus

With a professional background in public administration, Mr. Dacus currently serves as Senior Management Analyst for the City of Simi Valley. His career encompasses various analytical and procurement roles, including policy development and financial analysis. He is committed to public service, having previously served as a trustee for the San Luis Obispo County Pension Trust and continued participation with the United States Coast Guard Auxiliary. He is a graduate of UCLA and holds a Master’s in Business Administration from Fitchburg State University.

Mr. Dacus joined the Board on January 1, 2024.

Tommie Joe

Mr. Joe is a business leader and executive coach who has built a highly successful career in diverse industries such as telecommunications, legal, education, healthcare, information technology, manufacturing, software development, and petroleum.

He received his MBA from California Lutheran University and his Bachelor of Science in Mechanical Engineering from Georgia Institute of Technology. He is active or has served in several community and professional groups.

Mr. Joe joined the Board on January 1, 2021.

Arthur “Art” E. Goulet

Retired Member Trustee

Mr. Goulet served as the Director of the Public Works Agency for over 22 years before retiring. Prior to employment by the County, he worked as a private consultant to government, two cities, and for the State. He is a Past President of the Retired Employees Association of Ventura County (REAVC), after having served 10 years as President. While a trustee, Art has received extensive training in pension management, fiduciary responsibility, and investing. He also serves as the Legislative Chair for the California Retired County Employees Association (CRCEA) and has been a member of the State Association of County Retirement Systems (SACRS) Legislative and Audit Committees for 12 and 5 years, respectively.

Trustee Goulet has Bachelor of Civil Engineering and Master of Public Administration Degrees. While County Director of Public Works, he progressed through the offices of the County Engineers Association of California (CEAC), culminating as President. He was also named County Engineer of the year during his career, and twice received the Circle of Service Award from the California State Association of Counties.

Mr. Goulet joined the Board on November 6, 2005.

Donald Brodt

Don is a local business owner with a background in healthcare management. He is active on the board of the Ventura County Taxpayers Association.

Mr. Brodt joined the Board on October 23, 2023.

Maeve Fox

Maeve Fox served as a Deputy District Attorney for over 31 Years. For more than two decades, she was the president of the employee bargaining unit for the attorneys serving the District Attorney, Public Defender, and the Court. In that capacity, she advocated for the rights of the line deputies in all matters concerning their wages, benefits, and working conditions.

From June 2017 through December 2018, Ms. Fox served a partial term as a general member on the VCERA Board after the death of a sitting Board Member. She rejoined the board in her current capacity on January 1, 2024.
